City Attorney

Sky Woodruff practices primarily in the area of general municipal law, with special emphasis on land use and environmental law, revenue and taxation, elections law, and telecommunications. Since joining the firm in early 2000, he has worked with a number of the cities we represent, providing advice on special projects as well as the diverse array of issues confronting cities on a daily basis. Sky currently serves as City Attorney for the City of Larkspur and the Assistant City Attorney for the City of Oakley.

As part of his land use practice, Sky has assisted with all aspects of projects ranging from simple variances to large-scale residential and commercial developments. He provided significant guidance in the preparation and adoption of the City of Oakley's first general plan.
With an eye toward preserving and enhancing local government revenue, Sky has helped multiple cities update and adopt new development impact, processing, and other fees. He has drafted materials for and provided advice regarding elections on parcel taxes, utility users taxes, transient occupancy, and other taxes for a number of cities and districts throughout California. He has helped multiple public agencies navigate the complicated terrain of state law limitations on the power of local taxation, including Propositions 13, 62, and 218. He has also provided advice regarding establishing and maintaining assessment districts.
Sky's broad experience with local initiatives and referenda includes analyzing and providing opinions regarding the lawfulness of measures related to land use, taxes, and the structure of local government; preparing materials for measures sponsored by local governments; and successfully challenging unlawful ballot measures and defending measures proposed by local governments from such challenges. He has also advised both cities and districts regarding the mechanics of elections for their councils and boards.
He has advised our clients about telecommunications issues and has represented several before the California Public Utilities Commission to preserve local land use planning prerogatives in utility permitting proceedings.

Prior to joining Meyers Nave, Sky was an associate at Boxer & Gerson in Oakland where his practice focused on employment litigation. During law school, he twice clerked in the city attorney's office of the City of San Francisco, where worked on litigation against American tobacco companies and on the telecommunications team.

Sky received his B.S. in Humanities in International Affairs from Georgetown University, Walsh School of Foreign Service. He graduated summa cum laude and with honors in history in 1994. Sky subsequently attended the University of California at Berkeley, Boalt Hall School of Law, receiving his J.D. in 1998.
